The symbols of Duga Resa are prescribed by Decision Odluka o grbu i zastavi Grada Duge Rese, published in 1994 in the Town official gazette Službneni glasnik Grada Duge Rese, No. 4. Amendment Odluka o izmjeni Odluke o grbu i zastavi Grada Duge Rese, adopted on 29 September 2009 by the Town Assembly and published on 9 October 2009 in Službneni glasnik Grada Duge Rese, No. 7, change procedural issues only (on who grants the use of arms, after the reform of the Town administration structure).
The symbols are described in the Town Statutes, adopted in 2001. This is repeated in the current Town Statutes Statut Grada Duge Rese, adopted on 15 July 2009 by the Town Assembly and published on 21 July 2009 in Službneni glasnik Grada Duge Rese, No. 5,

The symbols were designed by the Heraldic Art d.o.o. company, from Rijeka.

The flag is in proportions 1:2, green with the coat of arms, bordered yellow, in the middle. The height of the coat of arms in the flag is 2/3 of the flag height.
The green color on the flag is prescribed in the Town Statutes as CMYK 100-0-70-30.

The Town Statutes also mention a ceremonial flag, without providing further detail.

The coat of arms of Duga Resa is described in the Tows Statutes to be in a shield of 13 alternatively green and white wavy horizontal stripes of equal width, starting with the green stripe at the top.
The green color on the coat of arms is prescribed in the Town Statutes as CMYK 60-0-100-0. The yellow color is prescribed as CMYK 0-0-100-0.
The six wavy bars certainly refer to the big hydrographic resources of the region, though weather there are indeed six rivers to which the six bars refer individually, or if it is a general representation of water, I can't tell. However, the region is indeed "boiling" of fresh montainous waters in early spring, surrounded with gentle green pastures.

The previously used coat of arms is "Per fess wavy azure and vert, in chief a curl sable, and in base checky gules and argent". The curl might be canting to go with the town's name that can be translated as a "long fringe", though the etymologic connection is not clear; in any case, it is symbolic for cotton industry that developed in the town.
This coat of arms seems to have been used sporadically, and no flag was reported to match it.

While the Statutes of Duga Resa expressely state that there should be 13 wavy stripes in the coat of arms, the coat of arms shown on the Heraldic Art website have only 12 stripes.
The explanation for the discrepancy is unknown, but I am quite convinced that the 13-striped design is what is used nowadays.
