Presentation of Karlovac County

Karlovac County is situated south west from Zagreb, around the town of Karlovac, bordering Slovenia to the north and Bosnia to the south. The southern part of the county has been ravaged during the Homeland War and occupied for more than five years.

Flag of Karlovac County

The symbols of Karlovac County are prescribed by Decision Odluka o grbu i zastavi Županije Karlovačke, adopted on 27 February 1995 by the County Assembly and published on 9 March 1995 in the County official gazette Glasnik Županije Karlovačke, No. 3.
Decision Rješenje o cijeni službenih zastava Županije, adopted on 8 July 1993 and published on 17 July 1996 in Glasnik Županije Karlovačke, No. 13, determines the price of the County flags to be paid by all the users who are granted the right to use them (except the Towns and Communities that are getting them free of charge). The price is 1,500 HRK for a double-sided flag and 750 HRK for a single sided flag.
Decision Odluka o uporabi grba, službene zastave i svečane zastave Županije , adopted on 21 November 2001 and published on 22 November 2001 in Glasnik Karlovačke županije, No. 34, regulates the use of the symbols (as their design is prescribed in the County Statutes, see below), and supersedes the 1995 original decision. Some penal presriptions are changed in Decision Odluka o izmjeni Odluke o uporabi grba, službene zastave i svečane zastave Županije , adopted on 26 November 2003 and published on 27 November 2003 in Glasnik Karlovačke županije, No. 38, and Decision Odluka o izmjeni Odluke o uporabi grba, službene zastave i svečane zastave Županije , adopted on 12 February 2008 and published on 13 February 2008 in Glasnik Karlovačke županije, No. 4. Minor amendments to the 2001 Decision were made in Decision Odluka o uporabi grba, službene zastave i svečane zastave Županije , adopted on 22 February 2011 and published on 24 February 2011 in Glasnik Karlovačke županije, No. 6.

The symbols are described in the County Statutes Statut Karlovačke županije, adopted on 3 October 2001 and published on 4 October 2001 in Glasnik Karlovačke županije, No. 26. This is repeated in the consolidated County Statutes Statut Karlovačke županije - pročišćeni tekst, adopted on 4 April 2006 and published on 5 April 2006 in Glasnik Karlovačke županije, No. 11, in the County Statutes Statut Karlovačke županije, adopted on 9 July 2009 and published on 10 July 2009 in Glasnik Karlovačke županije, No. 20, and in the consolidated County Statutes Statut Karlovačke županije (potpunii tekst), adopted on 16 April 2013 and published on 17 April 2013 in Glasnik Karlovačke županije, No. 20 (text).

The symbols were designed by the Heraldic Art d.o.o company from Rijeka.

The flag is described in Article 4 of the Decision as follows:

The flag is with a ratio of height to width of 2:1. Two coloured lengthwise, top red (Bordeaux), bottom golden yellow. In the middle of the flag at the crossing point of the diagonals there is the coat of arms of the County in size 2/3 of the flag's height.

The coat of arms is described in Article 10 of the Decision as follows:

A triangular shield, on a red field four silver bars and in base in a lowered spike [a pile reversed] an armoured shoulder turned to the right holding a silver sabre with a golden handle and above a golden six-pointed star.
The original of the coat of arms is preserved in the State archives and it is shall be used to shape arms according to it.

The ceremonial flag is described in Article 5 of the Decision as follows:

The flag is in size 90 cm x 180 cm, the basic colour being red (Bordeaux). The edges are sewn with golden ribbons at the bottom ornamented with a golden fringe.
In the middle of the flag is the coat of arms of the County edged with golden ribbons, above the coat of arms in a semicircle the inscription "Županija Karlovačka" with golden letters, below in the tails golden ornament in shape of oak leaves (symbol of strength and wisdom).
The kit for hanging, carrying and displaying is composed of an ornamental golden cord - "Cordon", a ring and horizontal gilded staff with balls at the ends, then a spear for carrying and a base for the display.

Decision Odluka o izmjeni Odluke o grbu i zastavi Karlovačke županije, adopted on 19 July 2000 by the County Assembly and published on 20 July 2000 in Glasnik Karlovačke županije, No. 17, formally changes the name of the County in the 1995 Decision from "Županija Karlovačka" to "Karlovačka županija". This also fomrmally, affects the County ceremonial flag, where the inscription is included.
During the 2011 County Day celebration (photo), the old design was still used; it seems that the new design had not been manufactured yet.
