Presentation of Rakovica

The municipality of Rakovica (2,623 inhabitants in 2001, 356 in the village of Rakovica) is located on the main connecting Karlovac to the Plitviće lakes and farther south.
The Rakovica Uprising broke out there in 1871, led by Eugen Kvaternik. Although unsuccessful, it was the first attempt of creation of a modern Croatian state.

Flag of Rakovica

The symbols of Rakovica are prescribed by Decision Odluka o grbu i zastavi općine Rakovica, adopted on 10 June 1997 by the Municipality Assembly and published on 10 November 1997 in the County official gazette Županijski glasnik Karlovačke županije, No. 20.
The Municipality Statutes Statut Općine Rakovica, adopted on 9 October 2001 and published on 15 October 2001 in Glasnik Karlovačke županije, No. 29, refers to the Decision in Article 6. This Article was rephrazed to include the description of the symbols in the Municipality Statutes Statut Općine Rakovica, adopted on 30 January 2006 and published on 31 January 2006 in Glasnik Karlovačke županije, No. 2. This is repeated in the Municipality Statutes Statut Općine Rakovica, adopted on 9 July 2009 and published on 13 July 2009 in Glasnik Karlovačke županije, No. 21, and in the current Municipality Statutes Statut Općine Rakovica, adopted on 17 April 2013 and published the same day in Glasnik Karlovačke županije, No. 20 (text).

The final Paragraph of the Decision states that the Decision shall be valid only after approval by the Ministry of Administration and shall be published only then in the gazette, which eventually happened.

The symbols were designed by the Heraldic Art d.o.o. company, from Rijeka.

The flag is described in Article 10 of the Decision as follows:

The flag of the Municipality of Rakovica is of a single colour, Bordeaux red, with a ratio of length to width of 2:1, in accordance with the national flag.
In the middle of the flag at the crossing point of the diagonals is the coat of arms of the Municipality, printed on both sides of the flag.

The coat of arms is described in Article 7 of the Decision as "in a triangular, heart-shaped shield, on a yellow (gold) field a red river crayfish."
The arms are canting since rakovica means "a crayfish" in Croatian.

The image attached to the text of the aforementioned Decision contains, beside the coat of arms and the flag, the ceremonial, vertical flag, which is not at all prescribed by the Decision. The status of that flag is unclear.
The flag is of gonfanon type, a vertically hoisted richly embroidered banner, rectangular with triangular ending, bordered in yellow and with a yellow fringe along the lower edges, also with five yellow bordered red rectangular sleeves for the crossbar along the upper hoist. The proportions are, rather approximately, 1:2. In the middle there is the coat of arms bordered yellow, above it there is arched inscription in two rows "OPĆINA RAKOVICA", and below there are four branches of different species typical for the region.
