The Juraj Dobrila University of Pula was established in 2006. Several individual faculties and colleges existed in Pula since the 1960s, incorporated in the 1970s to the University of Rijeka. The University is integrated, although having one faculty and a number of departments and other institutions.

The symbols of the University of Pula are prescribed in Article 3 of the University Statutes, Statut Sveučilišta Jurja Dobrile u Puli, last amended on 6 February 2013 (text). The symbols have been in use since 2003.
The flag is in proportions 1:2, silver with the symbol of the University in the centre.
The "arms" of the University consist of a spiral drawing surrounded by the name in Croatian or Latin. The spiral is coloured old gold and the letters are gray. The spiral symbolizes a crozier for bBishop Juraj
Dobrila, the University namesake.
