The International Military Sports Council (CISM) is a military organization comparable with the Olympic organization. Its flag consists of a white, blue bordered flag with the CISM logo in the middle. The logo consists a globe surrounded by a band bearing the name of the organization, behind it is a composition consisting of five red rings, a downward-pointing sword, a golden laurel wreath and short points. It seems that only the vertical version is used.
The flag was used in Zagreb, Croatia, in connection with the 2nd Military World Games (MWG), held from 8 to 17 August 1999. The blue bordered flag seems to be official, but as far as I have noticed, it was only used on opening and closing ceremonies, while on other places (stadiums etc. and in city) the simple white LOBs were used.

"CISM, the International Military Sports Council, is the largest authority
for military sports activity in the world. Today, CISM has 131 Member nations
who gather once every year for a General Assembly, which is the supreme
authority of CISM, and for a Congress. The General Assembly elects a 14 members
Board of Directors, which is the policy-making body headed by an elected
President, the CISM President, BrigGen Gianni Gola (ITA). It convenes at least
twice a year. The General Secretariat, located in Brussels, is the permanent
executive and administrative body. It is managed by the Secretary General,
Colonel Michel van Meurs (NED). He is elected by the General Assembly for four
years. The Treasurer General is also an Officer elected by the General Assembly
and who is responsible for the financial management of CISM. Four
Vice-Presidents represent their continent in the Board of Directors and have an
official office located in this continent. Liaison Offices are established in
Europe, Africa, Asia and America to coordinate regional activities. The General
Assembly and the Board of Directors are aided in their tasks by a number of
consultative Commissions, established by the Board of Directors and working in a
designated area of CISM activity, as well as by CISM Sport Committees who
manage, develop, and supervise the technical aspects for each sport".

"Five founding nations - Belgium,
Denmark, France, Luxembourg and
the Netherlands - created CISM while meeting in Nice at a
fencing event on 18 February 1948. Although they were only European countries,
CISM founding nations did have a global project in mind".
