The city emblem was adopted on Nov 1st 1995 but there is no flag law. The white flag has a blue, a green, a white three color city emblem in the center and the city name in black at the bottom part. The city emblem is a stylized H of Hitachinaka in two waves. The H symbolizes a pier and an industry with a firm foundation, the two waves do an abandunt nature ,a development and an elevation of the city. 12 wavy lines represent an unit of time and a cosmic order.
