Description of the flag

Blue rose bud on white field. The rose is the prefecture's flower, blue stands for Pacific Ocean and Mt. Tsukuba. Adopted 1991.

The prefecture emblem and the flag were adopted on Nov 13th 1991 by Notice No 1232. The blue flag has a white prefecture emblem in the center. The emblem depicts a white rose bud which represents spirit of innovation, creativity. Saltation and development of the prefecture ahead of new times. The flag proportion is 2: 3. The height of the emblem is 127/200 height of the flag. The length of the emblem is 120/300 height of the flag.
