The flag of the city of Shimotsuma is blue with mark. I found purple one also.

The city emblem was adopted on Jul 1st 1954 but there is no flag law. The purple flag has a white city emblem in the center. The city emblem is a stylized kanji 下 Shimo of Shimotsuma. The upward style symbolizes a surge. It represents an image of the citizen who realizes an overrun and conflicts accompanied by the surge and works together peacefully to resolve the problems.
According to the secretary of the Mayor, there is no rule of flag color but they use purple and blue. Incidentally they hoist the purple flag at the city hall today (Aug 5th 2014)
