Hanyu si adopted its emblem on 14 January 1955; a stylized kanji Hanyu 羽生. flag proportion: 2:3; colour of field: dark blue; colour of emblem: white; diameter of emblem: 3/5 flag height.

The flag of the city of Hanyu is already reported, but I found only white version with blue and black mark.

The city emblem was adopted on Jan 14th 1955. The blue flag has a white city emblem in the center. The city emblem is a stylized kanji 羽生 Hanyu in a form of wings and a chief part of a fan respectively. The circle symbolizes a solidarity and a peace. It represents an unlimited surge and a benediction.

Hanyu City confirms they now use a white flag with a blue emblem. Not black one.
