The village emblem was adopted in Mar 1966. The village emblem is a stylized kanji 知夫 Chibu. It represents the village people’s happiness, reconciliation, solidarity and unlimited prosperity.
They don’t have the village flag but hoist national flag everday and use the national flag at the village ceremony for their flag. They don’t use Shimane Prefecture flag either.
Maybe Chibu Village is the only one municipality which has no municipal flag in Japan.
