Note: I think they used a white flag as a variant or may be ufe.

The town emblem was adopted on Dec 18th 1972 but there is no flag law. The green flag has a white town emblem in the center. The town emblem is stylized katakana コトヒKotohi of Kotohira. The large circle symbolizes a hardiness and a richness, the center circle does a reconciliation and a solidarity. It represents an image of the town which unlimitedly makes a leap forward to a calm and a harmony. It also represents the tradition grown in the history and the future of the town.

The mark on white flag is not as dark as shown above - it is in shade of the field of green flag, or maybe a bit darker.
