I think I've now seen four pictures and three drawings, of this, all with different shades of blue. (Well, one black and white.) Is that what is being changed each time?

The town emblem was adopted on Apr 1st 1979 by Notice No 81 but there is no flag law. The white flag has a blue town emblem in the center. The town emblem is a stylized katakana シメ Shime in a form of a pigeon as symbol of peace which is flying in the sky.
