Additional info based on [c2j87]
The coat of arms and the flag may be blazoned as: vert an okarina argent. The
original Norwegian blazon is: På grønn bunn en sølv leurgauk.
The symbols were approved by the royal resolution of 21 April 1972 and were
designed by "Johs. Haukland" (states [c2j87],
which I suppose stands for Johannes Haukland, a known Norwegian designer, who
among other designed a number of Norwegian post stamps, and signed them with the
same abbreviated name).
A "leirauk" or a "leigjøk" is a Norwegian clay instrument, a kind of okarina,
made of clay. Namely, In Sandnes the glazed potery (Norwegian: leirvare)
industry was started in 1784 and it soon became famous for the characteristic
music instrument, that soon became its main souvenir (therefore also known as
the Sandnes-gauk).
[c2j87] also notes that since 1954 the
municipality used a "coat of arms" depicting the okarina in a cog wheel, but
since both referred to the Sandnes industry, it was chosen to retain just the
one, the most characteristic.
