The COA was approved by the royal resolution of 1 April 1898, drawn by
Andreas Bloch (Norwegian painter, see
https://en.wikipedia.org/wiki/Andreas_Bloch)
The COA was adopted in connection of the city 50th anniversary, depicting
fishery as the basis of the town's economy. The boat shown is a "fjøringfar" - a
four pairs of oars boat, at one time the most important type of fishery boat.
The boat illustration was inspied with the 1762 illustration of the fishery boat
from Hans Strøms - the oldest fishery boat representation printed in Norway. See

Beneath the waves there are depicted three cods, the most important fish caught
by these boats. At one point such cod was used a city police shield.
