The design is canting for "ulf" - wolf (and the placename was indeed written as
Ulfsteen and similar previously), the indented line of partition being named
"wolf teeth" line in Norwegina [like in some other languages]), although, as
noted at
http://www.ngw.nl/heraldrywiki/index.php?title=Ulstein the place name
actually comes from the river Ulva. It laso says the blue colour represents the
sea, the gold the wheat. See also the
