The three waves represent the old three communes Fræna, Hustad and Bud.
The waves because of the dangerous sea outside the commune - Hustadvika.

The 'kommune' of Fræna (368 sq. km; 9,010 inhabitants; capital city, Elnesvågen) is located north of Molde, the capital city of the 'fylke' of Møre and Romsdal.
According to 'Flagg og Våpen', the arms of Fræna show three blue
waves on a yellow shield.

As usual with Norwegian civic flags, Fræena's flag is indeed a
banner of the arms - blue waves on a yellow field. A fairly common mistake among
Norwegian communes is to place the shield against a white background to create
a shield-on-a-bed sheet kind of flag.
