The municipal web site at explains that it is a historical motif, taken from the Frostating's seal.
Frostating was the site of an early Norwegian court, arguably the oldest.

The seal shown at http://alnakka.net/w/index.php?title=Frostating The seal depicts King Magnus Lagabøte on St. John's Day of 1274 sitting on his throne giving the new Frostating Law to a lawman. The king holds in his left hand a fleur de lis topped sceptre - such as shown in the municipal arms.
