In October 1921 some antibolshevik fighters caming from Vladivostok (Birich and Bochkaryov’s detachments ) constitued in Anadyr the self called Free State of Chukotka. The flag (reported in [tfb] and other sources) was white, yellow, blue. Some weeks later, April 1922, Far Eastern Republic troops take Anadyr without fighting. The Japanese had some implication in this affair (just like in Kamchatka).

I know one humorous history about flag of Chukotka. In 1970ies cinematographers made a film about Civil War in Siberia. As far as I know film was about antibolshevik fighters that came in Anadyr. Cinematographers had no a consultant on flags. And when they want to make russian flags of White Army, they mixed up second and third stripes: They made white, red, blue flag. Some naive vexillologist saw the movie and decided that white, red and blue is a flag of Chukotka.
