The plain white ensign with horizontal blue stripe across the bottom was a provisional one for use while the exact status of the Black Sea Fleet was in dispute between Russia and Ukraine. It was shown in recent editions of Jane’s Fighting Ships [jfs].

Yesterday the Soviet flag was lowered at all warships at the Ukrainian naval base Sevastopol. All according to the newly signed agreement between Ukraine and Russia. The Soviet flag was changed to the czar-era’s cross of St. Andrew. The change carried through at a ceremony in Sevastopol with the Russian Minister of Defence — Igor Sergejev and the commander of the joint Russian-Ukrainian navy.
