The Navy of USSR had 4 broad-pennants: All they had the navy ensign at the hoist and the fly of different colours:

The only pre-1972 use of two-letter abbreviations on Soviet uniforms that I know of is the Navy’s use of

Baltic Fleet
СФ (SF)
Northern Fleet
СФ (TF)
Pacific Fleet
ЧФ (ĈF)
Black Sea Fleet
Ф (F)
General Fleet Service
