I found in Understanding Soviet Naval Developments ([u9s81], a book released by the US Navy about the Soviet Navy) pictures of some (not all) Soviet Naval flags. One is the Seniority Pennant: It has the Soviet Naval Ensign on one end, and white for the rest of the pennant.
