From <heraldry.com.ua>: "It was changed in November, 29th, 2003. The rectangular blue panel with yellow bordure and a parity of the parties as 2:3 consists of three white towers with the open gate. Unter them are crossed vertical yellow sword handle up and horizontal yellow key bit down and right."

Ternopils'ka oblast - The flag is a heraldic banner in proportion of 2:3 and is divided horizontally, the upper yellow stripe being 1/3 the width of the flag and the lower blue. The upper stripe is charged with three white towers. The lower stripe is charged in the centre with assigned crosswise yellow sword and key.
The arms and flag were adopted on December 21, 2001. New symbols (designed by D. Chepil). The towers personify three historical lands - Halychyna, Podillya and Volyn - from which parts the modern oblast has been built. The key and sword symbolize the important strategic meaning of region.

A variant of the flag at <heraldry.com.ua>. From this site:
"It was confirmed in December, 2001. The rectangular panel with a parity of the parties as 2:3 consists of two horizontal strips - yellow and blue in the ratio 1:2. On the yellow strip are three white towers with the open gate. On the blue strip from free edge are crossed vertical yellow sword handle up and horizontal yellow key bit down and right.

"It was confirmed in December, 2001. Azure; crossed or sword handle up in pale and or key bit down and right in fess. In the or chapter are three argent towers per fess with the open gate. The key and a sword mean historical role of region in struggle for the Ukrainian statehood. Three towers mean Galychyna, Volyn' and Podillya, and also a plenty of defensive castles.
