The flag:
The city flag was designed by simplifying the scene that appears on the city seal - a palm tree on the left shore of the bay with the words "City of Palm Bay, Florida" centered over the rising sun. The flag was designed by Dr. Elaine I. Huggins and ordered in 1977. The city did not officially adopt the city flag until December 3, 1981.

It appears that in 2008, the city was in the process of selecting a new flag. This article details the two finalists, however, I can find no information on which one was selected: www.flagsbay.com/flag/page/48/
