Back in 2002, the Iowa State Association of Counties website hosted an account of each county's history, signed by its County Recorder, and illustrated with a black and white flag image. It is not clear whether these flag images were provided by the county administration or not.
Archived copies of the pages about Des Moines County is still at web.archive.org/web/20030418110649 and web.archive.org/web/20030418110649. It is a ~3:5 plain light (white?) flag showing a very large slightly darker map of the county and on it lettering and a shield emblem. The lettering, along the top of the map, reads "Plymouth County" in very dark (black?) serif capitals. The shield is pentagonal with two right angles at the top and it can be blazoned as tierced per fess on the I a landscape showing a round domed house with a spire on a valley between two very dark (Sable?) mounds under a light sky with some clouds; the II Argent (?) a cross throughout (its color the same light grey as the map); and on the III Argent (?) six corn ears (?) set palewise in fess. The shield, its partitions, and the cross are outlined in a dark color.
