Back in 2002, the Iowa State Association of Counties website hosted an account of each county's history, signed by its County Recorder, and illustrated with a black and white flag image. It is not clear whether these flag images were provided by the county administration or not.

It is a ~3:5 plain light (white?) flag showing an emblem centered on it. This emblem consists of a large outline of the Iowa state map filled to overflow with six line art mostly farming scenes and landscapes placed in three staggered columns and county shape and location (at NW) in solid black (?) with a white star marking the county seat, Sioux City. Above the map in two lines the text "Iowa Sesquicentennial" and "1849 - 1996", and below the map "Woodbury County", all set in black sans serif bold capitals, with a lighter drop shadow.
