At a press conference held by New Jersey Governor Chris Christie. I noticed that the flag on his left (viewer's right) was the flag of Essex County, NJ. However, it was not the same as the design shown above. The flag can be seen in this video from the press conference: www.youtube.com/watch?v=b0lZFBoD9LM

The main differences in design are the addition of "COUNTY OF ESSEX" in the blue area above the seal, and "NEW JERSEY" in the blue area below the seal. In addition, the seal is gold/yellow on white which makes it difficult to see.
