Bashkir and Tatar "флагы" are genitive constructions. The nominative form for each is "флаг", the same as Russian. The "-ы" ending is again a genitive construction. (Башҡортостан флагы = Flag of Bashkortostan, Татарстан флагы = Flag of Tatarstan).
