The animal is probably a lynx.

The city of Taurage is loacted in
the south-west of Lituania, some 20 km north of the border with
Russia (Kaliningrad enclave). The county of Tauragé has an area
of 3,874 sq. km and a population of 130,100 (as estimated in
1996).
Ivan Sache, 5 May 2005
Taurage county - on a red field a silver-armed golden lynx on
guard, holding a silver sword and on the left shoulder silver
arms with a red hunting horn, and a blue bordure with 10 golden
Jogaila crosses. Flag proportions 5:6, free edges bordered with
golden rope, finial is a silver lance head with golden bands. The
red field means blood spilled in the fight for freedom of the
country, the armed lynx means vigilance in the border lands both
for positive possibilities of the neighbourhood and
against unwished influences. Also the lynx reminds of the
former dependency of land to the ancient Raseiniai district
(pavietas). The horn citates the arms of Taurage city.
The blue border with 10 Jogaila crosses is a common element for
all counties of Lithuania: the border means dependence, the
Jogaila cross means Lithuania, and 10 means the number of
counties. Colours golden on blue are traditional for Jogaila
cross in Lithuanian heraldry.
